2019 Legislative Highlights: A Year in Review

Reflecting on a successful 2019, Assemblymember Sabrina Cervantes (D-Corona) proudly reports 9 of her bills were signed into law by the Governor. These bills move our region forward by protecting the right to vote, improving public safety and creating more transparency in our elections. In addition, she helped secure critical investments which will bring significant resources to the working families of western Riverside County.

Bills Signed Into Law

AB 49, California Voter Protection Act of 2019, expands and protects voters’ rights by strengthening the vote-by-mail process and requiring ballots to be mailed to voters 29 days before Election Day.

AB 164 protects survivors of domestic violence by allowing California courts to honor firearm prohibitions that are part of out-of-state restraining orders.

AB 176 requires the California Alternative Energy and Advanced Transportation Financing Authority to evaluate a project’s impact on permanent job creation in California.

AB 201, Text Message DISCLOSE Act, helps further transparency in our elections by requiring mass campaign text messages to include “paid-for-by” disclosures, allowing California voters to see who is paying for them.

AB 303 prevents the early release of sexually violent predators without a trial.

AB 463 allows part-time college faculty to receive employment certification so they can apply for federal student debt relief.

AB 477 ensures that representatives from access and functional needs populations are included in local emergency transportation planning.

AB 672 precludes retired state employees from returning to perform duties or activities previously restricted from performing at the time of their retirement.

AB 1000 strengthens sexual assault policies on college campuses by requiring annual updates of sexual assault policies and allowing sexual assault counselors, students, faculty, and staff to contribute to the policy review process.

Budget Victories

$15M for the ongoing preservation of Jurupa Mountain by the Western Riverside County Regional Conservation Authority. This will protect our region’s natural wildlife habitats, and ensure western Riverside County has open spaces for future generations to enjoy.

$1M for a Veterans Resource Center at Norco College to provide improved support and services to our student veterans. A total investment, to date, of $3M.

$500K for a regional Workforce Development Center at Norco College to close the skills gap and bolster our region’s economy. A total investment, to date, of $1.5M.

Sabrina Cervantes is a mother who proudly represents the 60th District of the California State Assembly, which encompasses the cities of Corona, Eastvale, Jurupa Valley, Norco, a portion of Riverside, and the unincorporated communities of Coronita, El Cerrito, and Home Gardens.
